St Helens Community Governance Review Consultation - 3 October - 30 December 2022

St Helens Borough Council is undertaking a Community Governance Review of the existing parish councils and in response to a valid petition for the creation of a new town council in the Newton-le-Willows East and West wards.  They began the review with the publication of the Terms of Reference which sets out the timetable for the review and refers to a two-stage consultation period.

The first stage of the consultation period began on 3 October, and they would like to invite residents and interested parties to provide their views and comments on either the existing parish council arrangements or the proposal for the creation a new town council in the Newton-Le-Willows wards.   The closing date for the first stage of the consultation is Friday 30 December 2022.

Interested parties can provide their views through their online surveys at will also find information on each parish council, a map and frequently ask questions.  To ensure that the surveys are accessible they will be sending paper copies to parish council clerks, libraries, community centres and leisure centres.  Posters informing residents of these surveys will also be distributed to be displayed around the parish areas and in the Newton-le-Willows East and West wards.  Paper copies of the survey can also be requested by contacting them on 01744 676464.

Registered electors in Newton-le-Willows East and West will have also received a postal ballot question pack asking, 'Should a town council be created for the Newton-le-Willows East and West ward?'.  They will have the option of responding YES or NO to the question and can vote either online or by returning the enclosed ballot paper in a prepaid envelope.  The closing date to respond to this ballot question is Thursday 3 November 2022.
