Runcorn Locks Restoration Society (RLRS), widely known as “Unlock Runcorn”, is a registered charity whose aim is to reinstate a 570m connection between the Bridgewater and Manchester Ship Canals. Once complete, RLRS’ vision is that this link will create a tourist attraction which will act as a catalyst for the regeneration of Runcorn.
RLRS have been awarded significant funding under the government’s Levelling Up agenda to build café & visitor centre, procure trip boats and run a series of promotional events to help grow the charity and work towards achieving its wider ambitions.
The Role
The Project Manager will have overall responsible for the delivery of all aspects of the project.
This includes the capital elements of a café and trip boats. Also, with the support the Community Engagement Officer, the revenue element of the grant including implementing a training programme for boat staff and project volunteers, developing volunteer opportunities, staging a programme of on-site events, designing and
implementing associated processes and procedures as required for the safe and successful operation of the boats, café, site and project.
The project manager will also be expected to maintain records to enable RLRS to demonstrate grant KPI’s and fulfil any reports required by the funders.
Responsibilities
- Provides leadership in achieving the project goals.
- Report on project status to the charity trustees and funding bodies.
- Creating detailed specifications to fully define the various elements of the project, including designing and establishing a profitable café.
- Procurement of all capital equipment and sub-contracts.
- Accountable for the delivery of an events programme.
- Accountable for the delivery of a volunteer programme including all required processes to sustain ongoing operations.
- Manage all aspects of safety, especially during construction and events.
- Obtain all licenses and permits required for operation and delivery.
- Work with the Community Engagement Officer to plan, source and or deliver training and deliver an events programme.
Skills Profile
- Self-starter - works with minimal supervision and sets own goals.
- Highly organised, analytical and practised in making decisions based on data and not gut instinct.
- Capable of working within a small team without isolation.
- Ability to communicate accurately and concisely within the charity and to outside organisations.
- Able to follow a prescribed processes without deviation.
- Adaptable and able to solve problems
Qualifications
- A technical qualification at Diploma or above.
- A formal qualification in project management principles or related subject.
- A basic qualification in Health and Safety management (eg. IOSHH Managing Safely or similar).
Experience
The successful candidate would be expected to have experience in the majority of the following areas:
- Managing capital expenditure projects of £0.5 million - £1.0 million.
- Creating project control budgets, monitoring costs and forecasting final project costs. Mitigate unforeseen costs and deliver project output within budget.
- Controlling project timescales, creation and maintenance of project schedules utilising Gannt charts or other similar techniques.
- IT literate.
- Working within the hospitality industry
- Experience of working in the voluntary sector and management of volunteer programmes
- Management of events programmes.

Contract
Fixed term contract until March 2026.
Start Date
Immediate.
Working hours
Part time. Equivalent to 2.5 days (20 hrs) per week. Flexibility is essential to meet the requirements of the project delivery.
Salary
£22,880 (£22 per hour) paid monthly.
