St Helens Community Governance Review

Notice of a Community Governance Review Parish Councils in St Helens Borough Local Government and Public Involvement in Health Act 2007 

St Helens Borough Council (‘the Council’) has commenced a Community Governance Review covering the whole of the St Helens Borough. The purpose of the Review is to enable the Council to consider what changes might be needed to parish arrangements. 

The Council are also in receipt of a valid petition requesting the creation of a Town Council covering Newton-le-Willows East and Newton-le-Willows West wards. Whilst undertaking the borough wide review the Council will invite representations in relation to the petition. 

The Council has published its Terms of Reference for the review and a copy can be viewed and downloaded from the Council’s website https://www.sthelens.gov.uk/CGR or obtained by contacting the Electoral Services as shown below. 

The Council will conduct the first stage of the review process and invite residents and interested organisations to submit their views on existing arrangements, together with any proposals for change, from 3 October 2022 to 30 December 2022. 

The following public meetings are being held to give local residents, organisations and groups the opportunity to find out what a Community Governance Review means, and inform people how to have their say on this important issue: 

• Monday, 19 September 2022 at 6:00 pm – St Helens Town Hall, Victoria Square, St Helens WA10 1 HP 
• Tuesday, 20 September 2022 at 6:30 pm – Hope Academy, Ashton Road, Newton-le-Willows WA12 0AQ 
• Monday, 26 September 2022 at 6:00 pm – Public Hall, 216 Main Street, Billinge WN5 7PE 

The Council welcomes representations from any residents and other interested persons or organisations who may wish to comment on the proposals in their local area or on any aspect of the matters under review.
