Our History

Halton & St Helens Voluntary and Community Action was established on the 1 November 2010 following the merger of St Helens Council for Voluntary Service and Halton Voluntary Action.

St Helens CVS - Prior to merger St Helens CVS was a well-established organisation, with over 75 years’ experience of co-ordinating voluntary action and of representing, developing and supporting the voluntary and community sector in the borough of St Helens. In 1932, the St Helens Council for Social Services was established to operate in the County Borough of St Helens. Following local government re-organisation in 1974, the organisation extended its area of operation to cover the new metropolitan borough. The organisation fulfilled the functions of the Council for Voluntary Service (CVS), which were then being established across the Country, so in 1982 the organisation adopted the name St Helens District Council for Voluntary Service.

In 2008, the CVS celebrated its 75th anniversary year, throughout this time the organisation has been at the forefront of developing the VCF Sector locally, fulfilling a key role of promoting, supporting and developing voluntary and community sector activity. As part of the organisation’s development function, the CVS has been instrumental in establishing and floating off as independent, the CAB, Bereavement Service, DASH (Disability Information Service) and two Victim Support Schemes. The CVS continues to work with local partners to identify gaps and needs in the local community and then to support the development of new initiatives to meet those needs.

Halton Council for Voluntary Services (HCVS) - prior to merger in 2010, began in 1985 by local voluntary organisations. In 1992 Halton CVS, a registered charity, and Halton Volunteering Centre merged. The new organisation became Halton Voluntary Action a registered charity and company limited by Guarantee, and embraced the core functions of both organisations.

Halton Voluntary Action (HVA) was an infrastructure organisation also delivering both the core functions of a Local Infrastructure Organisation (LIO) affiliated to NAVCA (see above) and as a Volunteer England quality accredited Volunteer Centre (which requires evidencing of meeting both Volunteer England’s standards and (at least) level one PQASSO.

Set up by, working for, supporting and helping to develop the work of Halton’s voluntary and community sector (VCS) groups and organisations - members. HVA helped them to speak up, acting as a `channel’ of communication between local VCS and official or statutory bodies.HVA promoted volunteering, including, supporting and training local people wanting to volunteer and helping to build the capacity of the local organisations to offer safe and fulfilling placements.
